Government of India has launched various housing schemes such a Pradhan Mantri Awas Yojana (PMAY), Indira Awas Yojana any more to provide housing facility to the citizens living in rural and urban areas of the country. State Governments are also running various housing programs and schemes at their levels to ensure housing for all their citizens. Biju Pakka Ghar Yojana of Odisha Government is one of the housing schemes which benefits the rural population of the state.

Biju Pucca Ghar Yojana (BPGY) is a state funded housing scheme which was launched in the financial year 2014-2015. It is a flagship scheme of Odisha Government that replaced the old “Mo-Kudia Yojana”. BPGY scheme has been rolled out by the government with an aim of providing Pucca houses to rural households. The scheme covers rural population which is living under poverty and have Katcha houses. Under this scheme these Katcha houses are converted to Pakka House.

Before going to Biju Pakka House Yojana, lets understand what is a Katcha house and a Pakka house in brief? A Katcha house is one which is made up of building material like Bamboos, Grass, Unburnt bricks, thatch, mud, loosely packed stones, bamboos, etc. A Katcha house is made using inappropriate techniques and are non-durable. On the other hand, A Pucca house is made from strong materials like concrete and is durable in nature as compared to a katcha house

Since the launch of scheme, thousands of rural households have been benefitted under this scheme and numbers are still increasing. The Panchayati Raj & Drinking Water Department, Govt. of Odisha is the implementing authority for the scheme. The scheme is administered at the Block level, district level and state level by the appointed authorities.

Objective of Biju Pakka Ghar Scheme

• The main objective of BPGY is to provide Pakka housing benefits to all the people in the rural areas of the state by converting their Katcha houses within a specific time frame. A Pakka house is able to resist wear and tear and various climatic conditions. A Pucca house under this scheme is characterized as-
  – It has a strong foundation with wall and roofs made of permanent material.
  – Material used for making roofs of these include- Timber, Galvanized Corrugated iron (GCI) sheets, RCC (Reinforced Cement Concrete), asbestos cement sheet, RBC etc.
  – Roofs of these houses are made using burnt bricks, timber, concrete (cement), fly ash bricks, stones etc.
  – These houses are expected to have a life durability of minimum 30 years.

Salient Features of Biju Pakka Ghar Scheme

• BPGY was launched by the Naveen Patnaik Government in the year 2014.
• It is a state funded scheme.
• Under this scheme, government provides a Pucca house to all the eligible households in the rural areas who lives in a Katcha house.  
• There is no involvement of any intermediary such as contractor for construction of Houses under the scheme.
• Katcha houses are sanctioned in the name of women head of the rural household.  
• Houses provided under this scheme should have a minimum carpet area of 25 Sq Mtr which include hygienic kitchen/ cooking space. Toilet is not included in this. The material used in roof should be approved by the concerned authority i.e. Panchayati Raj and Drinking Water Department.
• At the starting phase cost of construction of Pukka house for non-IAP districts was fixed as Rs.70000/- and for IAP districts it is Rs.750000/-. The unit cost is revised with the passage of time.
• District-wise physical targets are set by the concerned department on annual basis.
• No interchange of house allotments between is SC and ST is allowed.
• 3% of houses under this scheme are reserved for PWD category candidates in each category.
• Along with the financial benefit for construction of houses, housing and habitat literacy is also provided to the beneficiaries,
• Amount provided as the assistance under this scheme to the beneficiaries is directly credited to the beneficiary account via NEFT/ RTGS or any other online mode of payment.

Components of Biju Pakka Ghar Yojana

There are two major components of BPGY. These are explained below-

• BPGY (Normal)

Under this component of the scheme, expenses like incentive payment to BPGY and PMAY (G) beneficiaries of completion of houses before the time, IEC material preparation, Award of excellence, Training of officials, Logo cost etc., are met.

• BPGY (Special)

Houses under this component are sanctioned to specific category of the beneficiaries. These categories are-      

• Households in rural areas which are affected by any of the man-made or natural disaster viz. Earthquake, Cyclone, floods, fire, communal violence, riots, elephant menace, major law & order issue etc.
• Beneficiaries from ST category and others communities dwelling in forest (Recognition of forest Right) Act, 2006.
• People affected by diseases caused due to their Occupations such as Asbestos, silicosis, or over use of pesticides.
• People who have been affected from relocation due to any govt. plan/project or victim of any sea/ river inundation
• Those who are vulnerable, extremely poor and are in dire need of a Pucca house but not have been select for any kind of housing schemes.

Strategy for Implementation of BPGY

Check the strategy of execution used by the Government for BPGY-

• The responsibility of administering the scheme is with the Panchayati Raj & Drinking Water Department of the state.
• Pacca Houses sanctioned under this scheme to beneficiaries are to be constructed by them only.
• Panchayat Samities which are supervised, directed and controlled by the Zilla parishad/ DRDAs are the implementing agencies.
• The allotment of dwelling place of the beneficiary is made generally in the name of the female head of the beneficiary family. In case female member is not the head of the household, then the allotment is made jointly in the name of wife and husband. In  the absence of female spouse, it be made in the name of Male head of the household.
• Pucca houses under the scheme should be constructed on individual land of the beneficiary or of any other family member provided beneficiary have to submit an NOC by the owner of the land.
• Beneficiaries are provided a number of designs and layouts of the house as the design is completely as per the preferences and choice of the beneficiary. The wall and roof of dwelling space includes a hygienic cooking space, bath area and a toilet made using appropriate construction material. The house prepared under this scheme have disaster resilient properties which is able to resist any kind of nature force.
• If beneficiary is destitute with disability or a senior citizen who is not able to supervise the construction process then such houses are constructed under mason training program or is handed over to the reputed authorities with the approval of the respective collector.
• Community Based Organisations (CBOs) are engaged in supply of construction and building material as per the directions from the State Government.
• Each Block staff is assigned a specific number of beneficiaries and they have to monitor and facilitate the construction process.  

BPGY Eligibility Criteria

Pucca houses under BPGY are sanctioned only to eligible beneficiaries. The eligible beneficiaries are identified by the government authorities and a final list is prepared. Check what are the requirements which a person should fulfil to avail benefits under this scheme mentioned below-

• It is mandatory for each beneficiary to be resident of Odisha state.
• They must be living in the rural areas of the state.
• All the rural households which are vulnerable and extremely poor are eligible to get the benefits.
• Households damaged by any natural or human-made disaster are eligible.
• Households that belong to a Schedule Tribe or any community who dwells in the forest.
• Those who are affected by any of the specified occupational diseases.
• Households which are the victims of any kind of River/ Sea/ Ocean inundation.

Documents Required

Beneficiaries must produce following documents at the time of application for the scheme so that a proper record of beneficiaries can be maintained. These documents include-

• Id proof of the beneficiary/ Female head of the family
• Aadhaar Card
• Proof of residence
• Ration Card
• Caste/Category certificate
• Disability certificate (as applicable)
• Bonafide certificate
• Bank account details/ Passbook
• NOC from the land-lord, if the plot is not in the name of the beneficiary is owned by other family member.
• Income Certificate

For complete detail of required documents, one must visit the concerned block/ district/ Gram Panchayat office.

BPGY Application Process

BPGY beneficiaries are generally identified by the concerned agencies at block level. They are the bodies which caters to the application process. Therefore, those who are willing to get benefit under the scheme should contact the concerned person in the village.

One can visit the authority along with the original and a photocopy of each of the requisite documents. For each financial year, Government set a new target and invites applications. Applications are to be submitted within the time frame specified by the implementing authority. Information in application form should be filled with utmost care and should be cross-checked before final submission. On the basis of scrutiny of applications, beneficiary list is prepared. After successful registration, beneficiaries are issued a Registration Id and provided an acknowledgment receipt.  

Biju Pakka Ghar Yojana List

On the basis of identification of beneficiaries, data, applications and documents produced, list of beneficiaries (for BPGU Special) is prepared at the block level and district level. A fixed target for selection of beneficiaries is fixed for every financial year. This target is fixed by the concerned department and selection is done by the DLC (District Level Committee) which is chaired by the District Collector. The other members of this committee include MPs of district, District MLAs and Zila Parishad President.

After approving the list at all the levels, a final list or beneficiaries is prepared. This final list of beneficiaries is published on the notice board of the respective Block/ Gram Panchayat office and Collector office. People can check the beneficiary list from the aforesaid locations.

Apart from this, BPGY Beneficiary list is also hosted on the department’s portal and Odisha Rural Housing website for public information. One can follow the simple steps shared below to check Biju Pakka Ghar Yojana List-

• Visit the online portal of Odisha Rural housing.
• Homepage will open, click on Beneficiary list option.
• Select the respective district and fill necessary details.
• Beneficiary list for the selected financial year will appear.
• Search your name in the list.

How to check the list of Houses Built?

The online portal of Odisha rural housing provides information about the list of houses built under this scheme. Those who are wondering how they can fetch list of houses using the portal can have a look at the information mentioned below-

• Open the official portal first.
• Click on the “My House” / ମୋ ଘର  tab given on the homepage.
• A new page will open. Select Respective district, block, Panchayat, and village from the drop-down menu.
  
• Details of all the houses in the selected location will open. These details include the name of the beneficiary, year of construction and Address.

Entitlement Card Holder     

To check qualification card holder details, follow the given points-

• Navigate to the housing portal first.
• Click on “Qualification Card Holder”/ ଯୋଗ୍ୟତା କାର୍ଡଧାରୀ tab shown on the homescreen.
• Now, select preferred district, GP, Block, village by selecting the appropriate option from the drop-down list.
  
• Click on “Search” button to proceed.
• A list of card holders with details like Beneficiary name, father/ husband name, registered id, category, priority and data type will display of for the selected village.

My Case Record

Using the portal, one can also check case record. Follow the process-

• Open the state housing portal.
• Click on “My Case Record” ମୋ କେସ୍ ରେକର୍ଡ option.
• Provide necessary details as asked and proceed.
• Case record for the selected options will open.

Monitoring of Scheme

The scheme is monitored by authorities at various levels-   

• The proper execution of this scheme is carried out by District Collector.
• At Block level, it is monitored by BDO and by PD DRDA at the District level.
• At Block level, BDOs monitor a minimum 70% of houses which are under construction.
• Nearly 1% of houses are inspected by District Level authority.
• 10% of houses are inspected by APD (RH)
• Online monitoring tools like Dashboard Monitoring System and AawaasSoft of the Department are used for reviewing the scheme.
• AawaasSoft is updated on a timely basis by the BDOs.

Release of Funds/ Instalments

Beneficiaries are not provided funds in advance for construction of Pucca house. The fund is released in various instalments on completion of a particular level of construction. The number of instalments in which fund is released is not fixed. Also, the amount of benefit provided under this scheme is revised on a timely basis by the Government.  Initially, the funds were released in four instalments at the completion of each level-

• The first instalment is released on the issue of work order.
• The second instalment is transferred once the plinth is completed.
• Third instalment is released when the house is constructed upto the level of roof.
• The last instalment is released when the construction of house is complete in all the aspects and beneficiaries has started living in it.
