What is West Bengal Sabooj Sathi Scheme?
Strengthening the education system of the state, the Govt. of West Bengal launched the scheme Sabooj Sathi Scheme. Under the scheme, free bicycles are distributed to all the students of class IX to XII studying in Govt or Govt aided schools and Madrasahs across the state. With the aim to continue with the higher secondary studies, the scheme focuses on the empowerment of young poor students of the state.

Launched in September 2015, the scheme is run and regulated under the supervision of the Department of Backward Classes Welfare and the West Bengal SC, ST and OBC Development & Finance Corporation. The success of the scheme is a combined effort of both the mentioned authorities. Since 2015, more than 91 lakhs of bicycles have been allocated to beneficiaries across the state. The number is expected to be increased by 10 lakhs in this year.

To lead the students towards the path of education and development, the Government of West Bengal launched the Sabooj Sathi Scheme to strengthen the education system of the state. In addition, the scheme also focuses on the following points:-

Eligibility Criteria of the Sabooj Sathi Yojana

If a student wishes to avail the benefits of the scheme and get his very own Sabooj Sathi- A Green Companion, he must fulfill the following set of eligibility criteria. Check the list below.

a) Student has to be a permanent resident of the West Bengal state.
b) He/ She must be studing in any Govt or Govt aided school or madrasahs.
c) He/ She must be a student of the classes from 9th to 12th.

Implementation of the Sabooj Sathi Yojana

For th effective implementation of the scheme, the government of West Bengal assigned two authorities to oversee and ensure smooth functioning. The authorities are the Department of Backward Classes Welfare and the Department of SC, ST and OBC Development and Finance Corporation. To ensure transparency, an online portal or public domain has been established. It contains all the details about the e-Tenders, statuses of the procurement of the bicycles, beneficiary list, etc.

A Steering Committee was established to administer the complete process of implementation. It constitutes the respective Secretaries of various Departments, like School Education, Sundarban affairs, MSME, Minority Affairs and Madrasah Education. Also, an inter-department Tender Committee was constituted to keep a check on the acquisition of the bicycles. Nodal Officers and Municipal SDOs, BDOs, and Executive officers were held responsible to execute the scheme at the district level within the stipulated time.

• The concerned school update the student’s records on the official portal of the scheme online.
• After that, the appointed Sub Inspectors of the school verify the list.
• BDOs decide the delivery points of the bicycles to the students.
• The bicycles are allocated amongst the beneficiaries.
• Thereafter, the school other details, like date of the allocation, brand and frame number of the concerned bicycle, basic info about the students on the portal digitally.

Procurement of Bicycles

The supplying agency for the bicycles under the Sabooj Sathi Scheme in West Bengal is finalized through the publication of an e-Tender. By far, the three agencies that supply the boys and girls bicycles for the scheme are:
(i) Hero Cycles Ltd.
(ii) Avon Cycles Ltd.
(iii) TI Cycles Ltd.

Scheme Funding

All the cost for the West Bengal Sabooj Sathi Scheme is borne by the government of the state. The scheme is fully sponsored by the government. The funds allocated for the scheme are regulated by the concerning department, i.e. Department of SC, ST and OBC Development and Finance Corporation along with the Department of Backward Classes Welfare. Additionally, the Tribal Development, School Education & Minority Affairs & Madrasah Education also grant funds for the scheme.

How to Search Beneficiary for the Sabooj Sathi Scheme Online?

Upon successful application submission of the students for the Sabooj Sathi Scheme by their respective schools, the students can check whether they have been selected under the scheme or not. Follow the following procedure to check the beneficiary list of the Bicycle Distribution Scheme.

Step I:- First of all, the students must visit the official website of the Sabooj Sathi Scheme. The homepage will appear as shown in the picture below.

Step II:- On the menu bar, you will find a tab named “Reports” on the top right of the page. Click on it.

Step III:- Clicking on it will descend a list. From the list, select the option of “Search Beneficiary”.
