The Government of Odisha has initiated a new scheme, Biju Yuva Sashaktikaran Yojana for the deserving and meritorious students of the state. Under this scheme, free laptops will be disbursed to the exemplary students of class 12th across the state. Hence, the scheme is also known as Odisha Free Laptop Distribution Scheme. Possession of a laptop will not only facilitate the scholars in their studies but will also encourage them to be advanced in terms of technology. Each year, 15000 laptops are distributed over 30 nodal offices. For the financial year 2020-21, the govt has decided to convert the scheme to the Laptop DBT scheme.

With the rising advancements in technology, it is very crucial for the young generation to be up to date with the coming trends. Odisha government envisaged its importance and significance, and hence launched the scheme, Biju Yuva Sashaktikaran Yojana. Under this scheme, the govt will distribute free laptops to all the meritorious and exemplary students of class 12th from CHSE, Odisha. The scheme has also been extended to the vocational course students who graduated from CHSE (O) and the Upa-Shastri scholars from Shree Jagannath Sanskrit University, Pune.
An initiative by Hon’ble CM Shri Naveen Patnaik, the Odisha government is all set to deliver 15000 laptops to the Odisha scholars from the Arts, Science, Commerce streams along with some vocational and Sanskrit courses curriculums. The selected list of the laptop recipients will be decided on the basis of the publication of a Merit List. It will in accordance with the marks obtained by the students in the annual Higher Secondary examination and the cut-off criteria as decided by the concerned district.
All the groundwork and implementation policies and processes are regulated under the Department of Higher Education, Odisha. The same dept superintends the publication of the merit list and allocation of the laptops to the concerned beneficiaries.
Laptop Direct Benefit Transfer, DBT Scheme
Effecting from the financial year 2020-21, the Odisha govt has made some changes in the scheme. Now, under the Biju Yuva Sashaktikaran Yojana, Rs. 30,000 will be transferred to the bank accounts of the beneficiaries through DBT mode. This will provide the beneficiary with enough freedom to utilize the funds according to his own will.
A budget of Rs. 45 crore has been set by the govt for the scheme. A total of 15000 students will benefit from the Odisha Laptop DBT Scheme annually. Unlike before, there will no publication of any supplementary list after the release of the main Merit List. However, initially, a list consisting of only 14,919 will be released. The rest 81 seats will be allocated to those who might apply for the re-addition or other grievances.

Implementation of Biju Yuva Sashaktikaran Yojana
Department of Higher Education (DHE), Govt. of Odisha is responsible for the implementation and the smooth functioning of the Odisha Free Laptop Distribution Scheme. The list of eligible candidates will be prepared beforehand by the same dept.
- A total of 15000 laptops will be rewarded to the selected list of beneficiaries.
- For the selection list, the eligible students who have passed their Annual H.S. exam with the prescribed pass percentage will be considered.
- Odisha IT Dept will hand over the laptops to the Principals of the Nodal Colleges across the 30 Nodal centres all over the state.
- The nodal college officials and staff members will verify each and every packet received.
- If any discrepancy occurs, the same must be reported to the Laptop Nodal Officer right away.
- After that, the laptops must be delivered to the students of the final selection list before 31st December of each year.
- If any student feels some kind of error in the calculation or has grievances regarding caste change or re-addition, they can contact the responsible Principal.
- If found genuine, the name of the student may appear in the Supplementary list, if qualified.
Who are eligible for Biju Yuva Sashaktikaran Yojana?
To get a free laptop under the Odisha Free Laptop Distribution Scheme, the following eligibility standards and conditions must be fulfilled by the applicant.
- The applying students must be permanent residents of the state of Odisha.
- Students must have secured at least 70% of the marks in their 12th class. Thie cut-off percentage is liable to change as decided by the concerned district officials.
- Only the students who fall within the age group of 18- 25 years are eligible to apply.
- Scholars of the vocational courses and Upa-Shastri graduates belonging to the Shree Jagannath Sanskrit University can also apply for the scheme benefits.
Reservation Criteria

Odisha Free Laptop Distribution Scheme

Step II:- Scroll down and click on the “Laptop Distribution” tab under the Schemes and Scholarships column.
Step III:- The following screen will be shown. Select the option of “List of Students” from the list that appears.

How to Apply for the Odisha Laptop DBT Scheme?
As per the new guidelines issued of the BYSY Scheme, the appearing 12th class students need to update their details and valid documents online for the authorties to check the eligibility. Follow the following procedure to do the same.
Step I:- First of all, the eligible students need to visit the official website of the SAMS portal. On the homepage, click on the “Degree (+3)” tab under the “Higher Education” section.
Step II:- A new page will open. Click on the “Laptop DBT Scheme”.
Step III:- Login your credentials, such as mobile number and password. Also, enter the captcha code in the space provided.
Step IV:- After successful login, the eligible applicants need to fill in the required details in the corresponding field and upload the scanned images of the same.
