About Assam Arunodoi Scheme 2023
What is Assam Orunodoi Scheme?
The Government of Assam has launched the scheme, Assam Orunodoi or Arunodoi to eliminate poverty within the state. In order to achieve this goal, the government provides financial aid of Rs. 830 per month to the beneficiaries of the scheme. Women of a household are considered as the prime beneficiaries under the scheme, as they majorly look after the family.
Being the largest DBT in the history of the state, the scheme aims to cover 17 lacs of vulnerable and economically backward households initially. By the end of the year, the number reached 19.10 lacs, benefitting over 90 lacs of the entire population of the state of Assam.
Launched by Dr Himanta Biswa Sarma, Hon’ble Finance Minister of Assam, the scheme envisages extirpating the existing poverty across the state as well as empowering women. The state govt allocated Rs 2800 crores for the effective enforcement of the scheme in the budget 2020-21.

Benefits of the Assam Orunodoi Scheme

- Under the scheme, financial assistance of Rs. 830 will be granted to each beneficiary every month.

- Rs. 400 is to buy the medicines.
- Rs. 200 to acquire four kgs of pulses 50% subsidiary rates.
- Rs. 80 to get four kgs of sugar at half of the cost.

- With this, the living standards of poverty-stricken households has enhanced.
- Over 90 lacs of the Assam residents have benefited from the scheme in the year 2020, covering 19.10 lacs of the eligible households.
- The amount will be directly transferred to the bank account of the beneficiary every month via DBT, Direct Benefit Transfer.
Eligibility Criteria of Arunodoi Scheme
Under the Assam Orunodoi Scheme, the Government of Assam has decided that women of the household should be the prime beneficiary of the scheme and the amount must be transferred to the bank account of the female head of the family instead of the male head. Besides, the other eligibility standards to be able to avail of the benefits of the scheme are enlisted below.
a) As mentioned, only women candidates can apply.
b) The applying woman must be a permanent resident of the state of Assam.
c) She must currently living within the boundaries of the state.
d) The net family income should not exceed the limit of Rs. 2 lacs annually.
e) It is mandatory to possess a valid bank account under the applying woman’s name.
List of Eligible households or Beneficiaries
This section covers the list of the women who will be priortized while finlaizing the list of benficiaries and those will be exempted from the scheme beneits.
As per the guidelines issued, the single women (unmarried, widow, divorced, or separated), and specially-abled women will be given priority in the selection procedure of the beneficiaries. Also, the poor households irrespective of the NFSA status will be covered under the scheme on a priority basis.

Implementation of the Arunodoi Scheme
Finance Department, Government of Assam is the executing authority of the Assam Orunodoi Scheme. The department will roll out and oversee all the implementation strategies and policies for effectiveness. Further, four Orundoi Sahayaks will be appointed in all districts to ease the implementation process.
Commissioner and Secretary, Finance Department will act as the Nodal Agencies for the scheme at the state level, while at the district level, Deputy Commissioners will execute the same.
At District level implementation, a committee DLMC, District Level Monitoring Committee has been established, which comprises of the following members:

– CEO, Zilla Parishad

- Scheme Launch
Dr Himanta Biswa Sarma announced the scheme in March 2020 while presenting the budget for the financial year 2020-21. On 12th August 2020, the state government officially issued the guidelines for the scheme.
- Selection of Beneficiaries
As per the eligibility/ ineligibility norms of the scheme, the Gram Panchayat, Village Council Development Committee (VDDCs) and Urban Local Bodies (ULBs) present a provisional list of beneficiaries at their respective levels.
- Compilation at LAC Level
Forwarded by the respective Gram Panchayat, VCDCs and ULBs, the Member Secretary of DLMC prepares the list on the basis of LAC, Legislative Assembly Constituency.
- Final List by DLMC
All the members of the committee will meet and finalize a list of beneficiaries selected for the benefits of the scheme.
- Filling up of the DAF
After a prioritized list of beneficiaries is decided, the applicants need to fill up a Detailed Application Form (DAF). The appointed Orunodoi Sahayaks will make ensure the timely filing of these forms and facilitate the whole process.
- Uploading the Scheme Approved List
Upon finalization of the selected list of beneficiaries, the approved list will be uploaded with sufficient details.
- Beneficiary Validation
All the details provided by the beneficiary will be verified by the concerned bank. If there are some errors, the beneficiaries will be intimated by an SMS to rectify those errors at the earliest.
- Disbursement of Funds on DBT Mode
Upon successful verification and validation, the beneficiaries will be allocated the sanctioned amount through PFMS. Finance Department will ensure the regular and timely transfer of the funds.
- Annual Rectification
The approved list of beneficiaries will be reviewed on an annual basis for rectification purposes if any. The District Committee will be responsible for the change/ update requests.
